Tom Gray (1903–1965) migrated from Statesville, N.C. and started a law practice in Hayesville. He served in the North Carolina Legislature and was mayor of Hayesville from 1938-1946. Also, in 1938 he helped organize and was a charter member of the Clay County Lions Club. He served for many years as County Attorney.
